During Kalevi Kivistö's term of office the sphere of the district administration of Central Finland grew wider. The focus of the Provincial State Office shifted from state supervisory duties to planning tasks promoting the province's economy and culture. The aims of the district administration were corroborated by a law and a statute concerning its duties.

In order for regional policies to be carried out, it was necessary to make the duties of the district administration more effective and to arrange courses in view of the adoption of computer technology. The construction of towns and other built-up areas added to the need for planning and environmental protection. Offices for planning affairs as well as environmental protection were set up at the Provincial State Office of Central Finland.
